In connection with the implementation of paragraphs 1 and 2 of the Resolution, the Coordinating Council was established and the adopted Resolution of the Board of the Ministry of Industry and New Technologies of the Republic of Tajikistan of April 13, 2018, No. 3 approved the Action Plan for the Preparation for the Autumn-Winter Period 2018-2019 sent to carry out all departments and enterprises of the ministry’s systems, regardless of the form of ownership.
The Ministry of Industry and New Technologies is assigned to fulfill the eight points of the action plan of this resolution. To implement this plan, additional instructions are given to the heads of industry of enterprises and departmental departments of the department.
The preliminary demand for industrial enterprises is planned for 2018 at a rate of 920,000 tons, in budgetary institutions – 57,200 tons and 1,245,000 tons are provided for the Dushanbe-2 thermal power plant and boiler houses (with the calculation of coal residues from the autumn-winter period 2017 -2018 gg.).
One of the most important issues of the autumn-winter period 2018-2019. is the stock of 1 million. 100 thousand tons of coal for the needs of the thermal power plant “Dushanbe-2”, boiler-houses “Sharki” (Eastern) and “Gharbi” (Western).
The schedule of coal supply for the Dushanbe-2 thermal power plant and boiler houses in the autumn-winter period 2018-2019. in the amount of 1100 thousand tons was distributed by months and executed in accordance with this resolution.
Taking into account the seasonal activity of the coal-mining enterprises, five enterprises are engaged in coal mining within the next four months: (IP “Fon Yagnob” mine, LLC “Talco-Resurs”, DIA and OOO “Metallurgical Enterprise Tajik”, OOO “Siyovush- F “, and OJSC “Angisht”). According to the latest data, from the beginning of the year until May 1, 2018, coal production reached 268.1 thousand tons, which is 28.4 thousand tons more than in the same period last year.
The production activities of all the above-mentioned enterprises are approved in a valid manner, based on the development of the project and the annual plan for the development of mountain areas by the relevant departments, depending on the specific calendar year.
The procedure for determining the volume of extraction and its storage is regulated by the “Instruction for the extraction and processing of coal in mines and bunkers”.
Sales of coal for the reporting period amounted to more than 275.6 thousand tons, which is 13 thousand tons more than the same period last year.
Analyzes show that purchase of coal by the population for the reporting period increased by 6.3 thousand tons and from industrial and energy companies increased by 19.6 thousand tons in the same period last year. 40 percent of coal sales belongs to the Dushanbe-2 thermal power plant and a boiler house. The main buyers of coal are the largest industrial and energy industries.
Ministry of Industry and New Technologies for the implementation of the orders of the Founder of Peace and National Unity, the Leader of Nation, the President of the Republic of Tajikistan, the respected Emomali Rahmon and the Government of the Republic of Tajikistan to ensure the regular and efficient functioning of the economy and social sectors of the republic in the autumn-winter period 2018-2019, in particular, coal supply of “Dushanbe-2” thermal power plant and industrial enterprises, took all necessary measures and conducted constant monitoring.
